关于《中国经济评论》和《美中法律评论》的疑问

基于很多中国教授或学者在《中国经济评论》（Chinese Business Review, www.china-review.org）(ISSN: 1537-1506) 上发表文章，《中国经济评（Chinese Business Review）的出版机构最近也主办了法学类刊物--《美中法学评论》（US-CHINA LAW REVIEW），并且得到了很多中国法学教授的支持和吹捧(有些教授将其与中国法学和法学研究等刊物并列,比如见: http://202.202.80.1/xinwen/dispArticle.Asp?ID=853, 又见: http://202.202.80.1:90/professor/view.asp?id=1113475556001&tab=1 )。怀着兴趣,我也向这本刊物投了篇稿件, 很快收到了这本《美中法律评论》（US-CHINA LAW REVIEW）的叫我交版面费的通知，所以非常好奇，搜索了一下其主办机构主办的另外一本所谓《中国经济评论》。起初，发现《中国经济评论》还挺牛，林毅夫、杨小凯等人也是其编委。但是后来进一步搜索，才知道原来林毅夫、杨小凯们担任评委的《中国经济评论》是另外一本 --《CHINA ECONOMIC REVIEW》（ISSN: 1043-951X）。我搜索了一下，至少有这么几个《中国经济评论》:
1、China Economic Review, 其中文也翻译为《中国经济评论》，（ISSN:
1043-951X）. [刊物简介]: 中国留美经济学会（Chinese Economists Society – 简称CES）
成立于1985年, 是中国经济学者在国际上成立最早和最具规模的经济管理学类的学术团体，其会员遍及全球。学会创建的China Economic Review《中国经济评论》已是享誉国际经济学界的重要英文期刊 (参见: http://www.china-ces.org/ , 也可参见

2、China Business Review， sponsored by US-CHINA Business Council, 美中贸易委员会或译为美中商会主办,1974年创刊.网址为： http://www.chinabusinessreview.com/

3、[怀疑对象]: 《中国经济评论》（Chinese Business Review） (ISSN:1537-1506)。网站为：http://www.china-review.org.我所要怀疑的便是这个刊物. 其名字混淆视听, 我看到有的中国学者简历上说在《中国经济评论》上发表文章, 那么请问是在林毅夫、杨小凯们担任编委的《中国经济评论》还是在这个值得怀疑的《中国经济评论》(www.china-review.com)上呢? 并且这个刊物居然还进入了万方数据库 (http://zgjjpl.periodicals.net.cn/gyjs.asp?ID=1303843). 当它进入万方数据库的时候又耍了花招,把英文名字变成 China Business Review了(US-CHINA Business Council确实主办有这么一本刊物), 并且说是美国中国商会主办. 而美国中国商会(China Chamber of Commerce in USA, 简称CCOC)是在中国外经贸部、美国商务部及美中贸易全国委员会支持下，于1996年1月24日在纽约注册成立的大型非盈利织. ( http://www.usccoc.org/new/index.htm). 而其网站www.china-review.org 上说明的主办机构是美国中国经济评论公司(China Business Review(Journal),Inc.,USA).目前, 美国中国经济评论公司(China Business Review(Journal),Inc.,USA) 又办了一系列的法学刊物 (www.jurist.org.cn), 但是这个刊物是赚版面费的. 很多中国教授还把它列在他们建立上, 并且当作核心甚至权威期刊, 实在可笑. 所以, 我提出这个疑问. 我不是学经济的, 也许会有经济学界的人更清楚这个所谓的《中国经济评论》. 但是我不希望看到一段时间后，一帮中国人自称在美国发表文章，在美国的核心期刊发表文章，在比《中国法学》和《法学研究》还重要的美国期刊发表文章！中国政府新闻出版署已经展开了对利用境外刊号在国内发行的非法刊物. 虽然这个《中国经济评论》和《美中法律评论》名义上是在美国出版, 但是它回信叫我把钱寄给武汉的一个地址,所以我们仍然有理由怀疑这是是国内人在操纵. 其上
发表文章的人也大多是中国人, 其英文版上发表文章的唯一一位老外教授回复我说他那篇文章是在中国一个大学举办研讨会的稿件,他一开始也不知道会发表的.国外的出版是相当自由的, 在国外获得刊号不会是难事。国内的教授将在有国外刊号的刊物上发表文章当作学术成就来吹也许有点好笑了。总之我认为,这本《中国经济评论》( ISSN: 1537-1506) 混淆视听, 利用国际知名刊物 China Economic Review(中文也译为《中国经济评论》)（ISSN:
1043-951X）和美中商业贸易委员会的China Business Review的知名度, 来扰乱中国学者和读者的视力.
基于其最近办了几本法学刊物,包括所谓的《US-CHINA LAW REVIEW》，特此向中国法学界以及学术界公开这个刊物。很多注册在香港的刊物，同样性质的刊物已经被中国政府出版主管部门列为非法出版物。《中国经济评论》( ISSN: 1537-1506)和《US-CHINA LAW REVIEW》主编陶兵林曾盗用“美国中国商会”虚编“执行主任”名义从事商业活动，受到美国中国商
会警告（见附件）。我不希望这种骗局走进学术界。
