Introduction to the Company and the Job
中律原咨询(北京)有限公司, (English name: CLD Consultants (Beijing)), is a small
Chinese firm that was founded specifically to support social development projects and
international cooperation programs in China. 中律原provides consulting services and
technical assistance to Chinese organizations, foreign companies, international donors and
foreign non-profit organizations. The Company’s consulting services and projects focus on
the areas of: legal system development, legal reform, public interest, women’s issues,
governance, education reform, and capacity-building of non-governmental organizations.
Since 2003, 中律原has had a six-person office in Beijing.
The Company is seeking applications from Chinese nationals for one of its Program
Officer (项目官员) positions. This position is based in Beijing. The Program Officer,
working with the Company’s senior staff and other Program Officers, will be responsible for
developing and managing projects, primarily in the areas of legal system development, access
to justice and governance. The Program Officer will also assist the Company’s senior staff in
providing consulting advice and technical support to Chinese and foreign organizations. A
detailed description of the Program Officer position is provided below.
It is important to note that 中律原is not a typical business company. Much of our
work involves international exchanges and non-profit cooperation programs between Chinese
and foreign organizations. For example, the Company advises Chinese and foreign
organizations on the design of non-profit projects; advises Chinese organizations on finding
suitable foreign partners; helps Chinese organizations raise funding for non-profit projects;
runs training programs for Chinese officials and lawyers; supports research on Chinese
cutting-edge legal and social issues; assists in organizing international conferences; and does
program evaluations. Therefore, the Program Officer should be deeply interested in Chinese
legal reform and social development. Furthermore, he/she should be interested in working
with foreign experts and organizations. People who are looking for business experience or
who want to practice law should not apply.
As we are a small, unusual company, we are looking for staff who are highly
motivated and who enjoy working as part of a small team. Furthermore, excellent English—
both spoken and written—is required.

Program Officer: Detailed Job Description
The main responsibilities of the Program Officer are:
▪ Manage and supervise projects
▪ Work closely with the Company’s project partners and clients in implementing their
project activities in China. This will include helping Chinese organizations
organize and conduct their projects’ activities; reviewing project expenses;
managing project budgets; accompanying foreign experts during visits to China;
and providing coordination between Chinese and foreign partners.
▪ Help senior staff of the Company provide advice to Chinese government organs,
Chinese companies and Chinese NGOs on the design of non-profit projects and
fundraising for projects
▪ Help senior staff of the Company advise foreign organizations and companies on
how to develop and conduct non-profit rule of law, legal education, governance
and social development programs in China
▪ Develop (conceptualize and design) non-profit international cooperation projects,
primarily in the areas of legal system development and governance
▪ Calculate budgets for projects; manage expenditures for projects to keep within
specified budgets; and write financial reports on projects
▪ Write project work reports
▪ Conduct program and project evaluations
▪ Develop and write project proposals
▪ Write informational and publicity materials about projects of the Company and its
clients and partners
▪ Represent the Company at conferences, workshops, etc.
▪ On occasion, do written translation of materials and/or interpretation for foreign
experts and visitors
▪ Conduct research on Chinese legal system development, public interest and
governance reform. As part of this work, the Program Officer will write and edit
articles for the Company’s occasional English-language report on Chinese legal
system development and governance issues
▪ Make logistical arrangements for visits to China by the Company’s clients and
foreign experts
Qualifications Needed
▪ Fluency in spoken and written Chinese
▪ Master’s Degree or higher from a Chinese university in law
▪ Have worked abroad (in law firm, NGO, international organization,
university/research institute or foreign company) and/or have studied study abroad
▪ Excellent spoken English and very good written English (able to write
correspondence in clear, accurate English)

▪ Strong project management skills. Good at communicating with people.
▪ Very organized; good at carrying out detailed work; able to handle a number of
tasks at the same time
▪ Mature; can interact effectively with Chinese and foreign officials, clients and
international experts
▪ Dynamic; takes initiative to accomplish work and goals
▪ Collegial; enjoy working as part of a small team
▪ Excellent writing skill in Chinese; good writing skill in English
▪ Excellent computer skills; must be proficient in Chinese and English word
processing and spreadsheet programs
▪ Strong interest in Chinese legal system development, rule of law issues and
governance reform. Good at independent and critical thinking. Strong analytical
skills.
▪ Strong interest in working in the non-profit sector, and in international cooperation
programs. Demonstrated interest in non-profit and development work will be a
very important consideration in evaluating applicants.
Salary and Employment Terms
This position is open to Beijing and non-Beijing residents (Beijing hukou is not
necessary). Female and male applicants will be considered equally. Specific salary will
be based on the qualifications and experience of the candidate. 中律原 pays competitive
