Abstract:

According to reports from various localities, commune members' keen enthusiasm for the private and the individual exceeding that for the collective is not confined to odd places but exists in certain districts. In three of the twenty-three production brigades in Shangtang commune, enthusiasm for the individual exceeds that for the collective, while the situation in mountain districts is even more serious. In a few places, even contracting output to the household (COH) has emerged. According to reports from Shatou and Yantan districts, the ideology of COH not only exists among the masses but also among Party members and cadres in production brigades. For example, Ye Shangkun, brigade leader of Choushu brigade, said: "If we want to run production well, there is only COH." He also said: "If you don't believe this, please take a look at last year's expansion in commune members' individual planting and private plots. Output on private plots is, in the main, more than three times that of the collective." Several places where this situation is serious have already divided up the land to the household. For example, since the spring of 1961, Yizai commune's Lingdong brigade in Sichuan district has already divided up some land to the households for planting. When the leaders questioned this, the production brigade would not admit to it. Last winter, 35 mu of san mai,2 25 mu of potatoes, and 14 mu of taro—a total of 14 mu—(12 percent of the brigade's total cultivated area) were distributed to households according to population and labor power. According to incomplete statistics, in the county there are 176 production teams with 1,661 households spread among 65 production brigades that have, to varying degrees, carried out COH. Looking at the situation in various localities, COH has developed most in the mountain districts of Yantou, Yantan, and Sichuan. In Yantou district, 36 production brigades, 109 production teams, and 832 households have carried out COH for certain crops. In that district, Xiyang commune has divided land for growing coarse grains among 450 households.
